Hartridge Homeowners Association (HOA) Meeting Report
Minutes from the meeting that was held on April 16th, 2024
2 homeowners and 4 board members were present.
The general meeting of the Hartridge Homeowners Association (HOA) was held at the Hartland Public Library on April 16th, 2024. Members of the board were present as follows:
President: Ken Gebhard
Vice President: Bob Phelps
Treasurer: Sandy Gebhard
Secretary: Nic Badertscher
Meeting commenced at approximately 6:35 pm.
Brief introductions, introducing the members of the board, as well as the homeowners in attendance.
The Treasurer’s report for the previous fiscal year as well as the minutes from the last meeting were presented and discussed with those in attendance. The discussion consisted in explanation and break down of the recurring and one off expenses of the year, including but not limited to, the removal and clean up of trees, sealing of the asphalted paths, snow removal and lawn care. A motion was made and seconded to accept both sets of documents. The motion was carried unanimously.
A brief discussion was held regarding the revenue process of the community. This related to the working budget of the HOA, as well as dues that have in previous years gone unpaid by members of the community and what the board has done historically to recoup those finances. To best support the walking paths of Hartridge, we ask that you maintain current payment of your HOA dues.
The annual election of the board was discussed. Ken Gebhard was up for re-election this year as President. A motion was made to re-elect Ken to another three year term. The motion carried unanimously.
Following formal business, discussions took place regarding various items including improvements and general suggestions. Items consisted of spring cleaning around the sign at the entrance of the neighborhood, possibility for trash bins at trail heads, pruning of trees and potential new tree locations. Other items discussed were the growing deer population, the annual village rummage sale that takes place June 12th-15th, and the equipment at Castle Park that is slated for replacement by the village.
With summer fast approaching, we look forward to another great year for everyone in Hartridge. A friendly reminder that as the season gets started, there will be occasional cleaning and clearing of the trails, as there is a frequent need to have dead limbs and branches removed.

The general meeting of the Hartridge Homeowners Association (HOA) was held at the Village of Hartland Community Center on April 26th, 2023. Members of the board were present as follows:

The Treasurer’s report and review of last meeting minutes were presented to all in attendance. A motion was made and seconded to accept both documents. Motion carried unanimously.
The annual election of the board was also discussed. Bob Phelps was up for re-election this year as Vice President. A motion was made to re-elect Bob to another three year term. The motion carried unanimously.
When Bob Phelps’ term came up the question was asked if “Since he is both V.P. and Secretary, is there room for another volunteer to sit on the board?” Motion was made and carried to elect Nic Badertsher to the board as the new secretary.
Over the last couple of years we had been looking for new lights for the sign at the front entrance. These were last replaced over ten years ago. We did replace the lighting last month in March. Please check them out at your earliest convenience. They were installed by Brew City Lighting and have the ability to change colors for the holidays.
Now that summer is here, please be aware that we will be doing our normal spring tree cutting along the paths and trails. There are always branches and dead limbs that need to be removed. We will also be resealing and repairing the path over the course of the summer.
There was a general discussion about sheds and fences being installed on properties. We ask that you check the Village ordinances before you decide to put one up.
There was a general discussion about having an annual Hartridge rummage sale. It was decided to hold it the same time as the Village of Hartland wide rummage takes place, which is May 17-20, 2023. Please save the date.
There was a general discussion about messy property owners. Please do your best to keep your property clean and managed. We understand that life gets in the way, but please do your best to tidy up your yards. Simple things like getting rid of dumpster bags and disposing of yard waste. Remember that Hartland has an excellent waste drop off site. Please see Hartland’s website to find the dates and times that they are open.

The general meeting of the Hartridge Homeowners Association (HOA) was held at the Village of Hartland Community Center on April 19th, 2022. Members of the board were present as follows:

The Treasurer’s report and review of last meeting minutes were presented to all in attendance. A motion was made and seconded to accept both documents. Motion carried unanimously.
The annual election of the board was also discussed. Sandy Gebhard was up for re-election this year. A motion was made to re-elect Sandy to another three year term. The motion carried unanimously.
Next up was increasing dues for maintenance of all common property’s. Many neighboring subdivisions pay dues double or triple of what we pay. With the ever rising costs of general maintenance, not to mention tree removal and clean up along the entrance sign, it was decided to increase the yearly dues from $20 to $30. Because of inflation and higher gas prices, our bills have risen quite a bit. We as the board do everything we can to keep yearly dues as low as possible. Everybody in attendance was in agreement for the increase. A motion was made to raise the annual dues from $20 to $30 dollars. The motion carried unanimously.
We are still looking for new lights for the sign at the front entrance. We last replaced these lights over ten years ago. We will be staying with some kind of solar powered lighting system again. WE Energies would be very expensive and the Village of Hartland does not want us to put a power line under the street. They are afraid that it could cause a bump in the road.
Next was general discussion about trying to have a Hartridge community event. Something along the lines of come help clean the trails and sign area then food and drink after. Please feel free to give some comments on this subject. If there is enough interest we could see about trying to put something together.

The general meeting of the Hartridge Homeowners Association (HOA) was held at the Village of Hartland Community Center on April 13th, 2021. Members of the board were present as follows:

The annual election of the board was discussed. Bob Phelps was up for re-election this year. A motion was made to re-elect Bob to another three year term. The motion carried unanimously.
Next up was a motion to increase annual HOA dues, by an HOA resident. He thought, considering that many neighboring subdivisions have dues double or triple ours, an increase of the dues would be smart. The following costs have been rising yearly: general maintenance, tree removal and clean up along with the entrance area upkeep and signage. It was decided to revisit the cost increase next year after all of the yearly projects have been completed.
We have hired a new snow removal company. They have taken care of the paths this past winter. Like all new companies they may have missed a few things. We did our best to stay on top of this. Please feel free to contact us if you have any questions or concerns.
We will be looking into new lights this year for the sign at the front entrance. We last replaced these lights over ten years ago. We will be staying with some kind of solar powered lighting system again. This is because the cost to have WE Energies install power to the sign would be very expensive and the Village of Hartland does not want us to put a power line under the street. They are afraid that it could cause a bump in the road.
One of the residents also brought up the idea of putting signs around the trails and paths to remind pet owners to please pick up after your dog. The signs would read something like – “Please remember if you’re walking your dog to be considerate and pick up the mess.” This spring we will be putting some signs on the paths in the area to help remind everyone of this.
The same resident also brought up an issue with a tree on the property line that might need to be removed. We will be looking into trimming this tree instead of having it fully removed.

Next up were discussions on looking for a new snow removal company. The current company seems to be getting somewhat unreliable. With the responsibility of having them done in a timely fashion especially with school kids using the paths before and after school it was felt that it was not being done quickly enough.
Last discussion was the complaint of trailers. Please be respectful of your neighbors. Here is the link to the Village of Hartland’s code on work trucks and trailers.

A motion was made to re-elect Sandy to another three year term. The motion carried unanimously.
Next up was an increase of dues for maintenance of the trails. The increase of the dues will be going
from $15 to $20, annually. While we have tried to keep annual dues down, and have not had an
increase in 10 years, this increase is necessary to fund the restoration of the asphalt path by Winston
Way and Imperial Dr. This part of the path will most likely be replaced. Also, this increase will go
towards the hiring of a company that will come in and clear overgrown, deceased and fallen trees from
the paths. If not done, this could become a safety hazard to anyone walking along these paths. The
clean up will take place on the portions of the path that go between Penbrook Way and Winston Way.
The motion to increase annual dues was accepted unanimously.

The general meeting of the Hartridge Homeowners Association (HOA) was held at the Village of Hartland Community Center on April 10th, 2018. Members of the board were present as follows:

The annual election of the board was also discussed. Bob Phelps was up for re-election this year. A motion was made to re-elect Bob to another three year term. The motion carried unanimously.
Next discussion was regarding the maintenance done on the subdivision walking paths. There were some areas in question that need to be repaired. For example, there are several old concrete steps on the east side of the subdivision that got replaced the only thing left was to fill in some more around the steps and replant some grass. We also had a yard services come in and clean up the pathways, by removing some overgrown brush from these areas.
We will be having someone coming in to clean up the sign area by the main entrance. We’re looking to make this into a annual contract so it will always be maintained and look presentable.
There were still some complaints about people near the paths using them as dumping grounds. A lot of people utilize these paths. Out of respect for your neighbors and everyone using them, please do not throw your yard waste on or near the trails. The Village of Hartland has a waste site open during the spring, summer and fall months that can be used to dispose of this waste properly.

Ray has decided that after 14 years he is retiring from the board. Sandy Gebhard was elected to take over for the remaining 2 years and will now betaking over all Treasurer’s duties. Motion was carried unanimously.
A big THANKS to Ray for all the work he has put into his duties over the last 14 years.

Sandy Gebhard is going to start helping Ray with some of the Treasurer’s duties.
We had a discussion regarding the new bylaws that were drawn up in 2015. Points covered were: why we redid the bylaws, which was to update verbage and outdated policies. This was also to bring certain items up to code, for example, obtaining a tax id number.
Next discussion was regarding the maintenance of the subdivision walking paths. There were some areas in question that need to be repaired. For example, several old concrete steps that are slowly starting to deteriorate. We also need to hire a company to come in and clean up the pathways, by removing some overgrown brush from these areas.
One homeowner was questioning if there was a noise ordinance in effect. There has been some late night parties with excessive noise until 2:00am. It was made note that all subdivision dwellers should be respectful of their neighbors and keep the noise levels down during the late night and early morning hours.
Another homeowner commented again this year how it would be nice to put together a block party for the Hartridge Subdivision. The matter wasn’t discussed any further at that time. If the subject should come up again, all board members were open to the possibility of further discussion.
